Rats in Council


Once there lived many rats in their holes in a certain field. A cat came there every day in search of her favorite food. She killed as many of them as she liked, and ate them to her heart's content. They did not know how to get rid of their enemy. They held a meeting to think over the problem. Many proposals came under discussion. But they were all turned down for one reason or the other. At last a young rat proposed to tie a bell round her neck. "Its ringing", said the young rat, "would tell us that she is coming toward us. This would give us chance to run for our lives". "But who will bell the cat?" asked an old rat. None could answer this question, and nothing useful came out of their meeting.
